HVAC change-outs need a permit in this region. Who issues it depends on the address: incorporated cities run their own building departments, while unincorporated communities such as Carmichael and Fair Oaks go through Sacramento County. Follow the electric utility

Rebates follow the electric utility, not the city name on the mailbox. Most of the core metro is SMUD. Roseville Electric is its own municipal utility. West Sacramento is PG&E electric. Davis is Valley Clean Energy generation with PG&E delivery. As of July 8, 2026, SMUD advertises heat pump rebates up to $3,000 for a gas-to-electric conversion and $1,000 for electric-to-electric — verify current terms.
